Define CKA_WRAP_TEMPLATE, CKA_UNWRAP_TEMPLATE & CKA_ALLOWED_MECHANISMS

These 3 constants are defined from CKF_ARRAY_ATTRIBUTE.
But CKF_ARRAY_ATTRIBUTE was not defined in the .i file. So SWIG did not
created them in LowLevel.py and they could not be used.
