Expose Feature headers, and provide convenient VCFHeader access in VariantWalker

-The header for a given FeatureInput can now be retrieved by tools through FeatureContext,
 and by engine classes via FeatureManager/FeatureDataSource.

-Added convenience method getVariantHeader() to VariantWalker to retrieve the
 header for the driving source of Variants typed as a VCFHeader.
