Add SentenceStatus field and create generic UNKNOWN_REMOVED_FROM_SOURCE enum value (#660)

* add removed from source to all statuses and add sentence_status

* remove date_imposed everywhere, and update pylint errors

* make CustodyStatus use UNKNOWN_REMOVED_FROM_SOURCE

* rename booking custody status REMOVED_FROM_SOURCE to UNKNOWN_REMOVED_FROM_SOURCE for consistency

* update ingest_info proto for pylint

* added comment explaining unknown_removed_from_source
