Add route to match everything else in order to catch RoutingError

See http://bdunagan.com/2012/04/27/rescue_from-routingerror-in-rails-3/

It was showing public/404.html before this change.  The catch all in
config/initializers/controllers.rb wasn't able to catch the
RoutingError.  So we need to explicitly match against everything in the
routes and then raise the routing error.
