Create get_initial_params method instead of individual methods for each param (#634)

* Allow custom headers to be set on requests

This also allows them to be set on the initial request. To do this it
combines the `get_initial_endpoint` and `get_initial_data` methods into
a single `get_initial_params` method.

* update jailtracker _fetch_content

* just get rid of

* get rid of get_initial_task_type

* remove unnecessary get_more_tasks

* clarify how to override the method

* change default behavior

* fix tests

* address comment
