Add a command to fix candidate image metadata

We've been through various iterations of what photo metadata is stored
when a photo is upload; this script should bring old metadata up to the
current metadata standard, which includes these fields:

  mime_type
  md5sum
  moderator_why_allowed
  notes

... which should be present for every image, whereas these two are
optional, since they're not relevant for images imported by scripts.

  user_why_allowed (optional)
  user_justification_for_use (optional)
