adds check if adapter supports BLE, exceptions if not

this commit adds hci_adapter_exists_and_supports_bluetooth_le to
check on an adapter's capabilites.

BlePairing is now called with the adapter as parameter.

Exceptions (like BluetoothAdapterError) are handled.
