lightbox: Fix Action Sheet popping under footer on Android

Fixes #3274.

We were setting `zIndex` on the styles applied to header & footer,
and this was making them go over the Action Sheet.

We can stop using this property if we move `PhotoView` before these
two components.  This does not change the positioning, because they're
already using `position: 'absolute'`.
