munin-node: announce UTF-8 to locale-aware plugin interpreters

For example Python3 sets the default encoding of stdout to "utf-8", if a
suitable locale is configured.
This allows plugins based on such interpreters to simply output
UTF-8 characters without further configuration.
Every modern system should support this character set.
