kernel: add ScanPermCycle helper

There were three places in the code where we parsed permutation cycle
expressions: one used by the interpreter, one by the executor and one by
the compiler. In the past, it happened that we fixed a bug in one of
these but not the others. Hence, reducing this code duplication seems
desirable, which this commit does.

One effect of this is that the code in the interpreter for parsing
permutation cycles previously used ErrorQuit to handle errors, while now
it calls ErrorMayQuit. So entering an invalid permutation now leads to a
break prompt.
