<a href="https://github.com/wikimedia/parsoid/commit/b3f37d957">First pass porting of many DOMUtils from JS to PHP

* For now ported PHP code is underneath commented out
  JS code to allow for easy visual review and validation.

* Most ported code is straight forward equivalant code.

* Two functions have been partially converted but need
  regex code adjusted. These are noted with // NTR -

* A group of functions are dependent on external code
  such as doc.querySelector, domino or visitDOM.
