fix: pkg: update package.

- fixed unreleased automatic dev version to match python standards
- support slashes in any ``.package`` values
- fixed a small typo in error message about ``.package`` missing.
- keep travis ci working by forcing to a compatible version of
  ``setuptools`` with ``d2to1``.
- support of ``requirements.txt`` if needed.
- more thorough test of packaging.
  - installing and uninstalling
  - making sdist, and installing from it
  - importing package
  - installing thru ``git+file://..`` facility
