Replace environment variables in webpack bundle

The `systemvars` flag causes `dotenv-webpack` to pass all environment
variables to `DefinePlugin`, not just those defined in an env file.
Variables present in the process environment override those defined in
the env file.

By default, `dotenv-webpack` only replaces variables defined in the
env file. We do not use an env file in production; instead,
environment variables are defined using `heroku config:set` and
available in the process environment.
