Commit Message

Refine propagation of inputs/outputs from calls to workflows (#65)

- missing & optional call inputs propagate to workflow inputs
- exposed Task/Call/Workflow properties: available_inputs, required_inputs, effective_outputs
- represented in the new WDL.Env.Decls, with propagated call inputs namespaced by the call name

Closes #59
