Remove constness for primitive types

We wanted to make it clear from an API POV that such parameters
are inputs (as opposed to non-const refs). However, it wouldn't
make any difference for the compiler and this is entirely an
implementation detail. In fact, we didn't even have those consts
in the .cpp.
