records: allow for negative "symerror", theme: improve submission help

* Display either a plus-minus or minus-plus sign depending on the sign of the "symerror".
* Improve text of Submission Help and underline links in text to make them more obvious.
* Add links to new submission documentation and hepdata_lib repository.
