Commit Message

Throw exceptions to report tx processing errors [ECR-1994]: (#613)

Use exceptions to report exceptional conditions during
transaction executions. This simplifies testing as any
changes are _automatically_ reverted, and makes
it clearer that such transaction failed as it will have 
the corresponding status.

Also, prevent instantiating of TransferTx if
its parameters are invalid.
