Commit Message

Teach Router about the real SpiNNaker limits.

See SpiNNakerManchester/JavaSpiNNaker#87 for discussion.
Also added Router.convert_spinnaker_route_to_routing_ids() to reverse
the mapping process, as part of putting the smarts in one place.
