Removed get protocol ids - Added new menu to show protocols and activate/deaktvivate them (#404)

Removed get ProtocolIDs from available get commands
protocol List can be shown via separate menu in fhemweb 
Output uses HTML and AJAX features and includes: 
- Messagetype 
- developId state 
- icons for enable / disable whitelist protocol

commandref is updated to new behavioir
Modified commandref and fixed some commandref syntax errors
