More maintenance changes

Added a .clang-format file. Source files should gradually migrate toward
the described format as they are modified.

Added a .clang-tidy file. No attempt has been made to fix linter errors
in this project yet, but it's a useful first step.

Updated rules/test.boc to correctly filter JK_ROOT from generated output
in the smoke tests.

Updated a golden output file from unit test harness integration test.
