Commit Message

Fix string decoding.

Currently, strings will encode as utf-8 by default, but decode to
bytes. This becomes particularly problematic when exporting to JSON, but
it's generally a bit inconsistent. This diff should fix that.

Since this changes how strings decode, this will be sufficient to bump
bread to v3.
