Renamed sniff WhiteSpace.NoBlankLineAtStart to WhiteSpace.BraceBlankLine

The sniff checks now if there is no any empty line after opening
brace and before closing brace. It check all braces, so also these from
anonymous classes, classes, traits, interfaces, functions, closures,
control structures, loops, try...catch...finally, ...

It replaces couple of other rules - now excluded in ruleset.xml
