ui: only access UserPrefs through model/logic

Despite our Developer Guide's architectural diagram saying that the Ui
layer can only access the model/logic layer, code in the ui layer
currently accesses UserPrefs, a model component, directly.

Fix this by making the Ui layer access UserPrefs through model/logic.
