ChatNavBar: Always show back icon.

Before we were relying on the `getCanGoBack` selector.  But
this component is only used on `ChatScreen`, from which the
user can always go back.  So this was redundant and was adding
complexity via `connectPreserveOnBackOption`.  (See the jsdoc
on `connectPreserveOnBackOption`.)
