governance: explicit rule on how integrators are chosen

The current rule for granting the integrator role suffers from that it's unclear how active developers can join and non-active integrators can leave easily.

This reformulation makes explicit that Spoon is based on meritocracy: all contributors with significant contributions over the past year can become integrator.

The goal is to be welcoming, and at the same time, that contributors who have shifted their interests do not feel bound to any duty.
