Commit Message

Add rpm SPEC for Fedora and RHEL.

Created bash script `packaging/make_rpm.sh` for creating rpm for
RHEL/Centos 7/8 and Fedora 28+. The RHEL/Centos 7 will have python 2
only rpm packages while others get python 3 only. The integration test
also updated to use compiled rpm instead of `pip install`.
