Commit Message

- Separated the docker scripts into an entry and command. This should allow us to start the nginx+puma services by default, but override it in order to do things like bundle exec db:migrate when needed. The entry script handles the chamber env, so in either case all of that will be available to the bundle commands when overriding.
- Removed docker/dev_env, we aren't using this atm here
- Cleaned up a copy/paste comment in the dockerfile
