Add a setup.cfg with flake8 ignores

So that my text editor will highlight most errors that 'make lint' would
complain about.

("Most errors" rather than "all errors" because of the unfortunate
situation where my doctests in objgraph.py are fake and would trigger
F821 errors about undefined names, which is why I didn't add
'doctests = yes' to setup.cfg.)
