Added Feature to include 2-way in comparision (#50)

* add code for if both links are two-way

* added tests when one link is one-way and other is 2-way

* Edited ogr2ogr SQL query to convert link type format

* removed Dual Carriageway from comparison to reduce mismatch error

* Fix test

* added number-rounder.js to round coordinates and filter-output.js to filter out duplicates

* added unit test to filter-output.js to increase coverage to 100%

* merged filter-output in the main script

* Added comments to filter-output.js
