Refactored some code and added multithreaded data processing (#5)

* Created handler.py

Serves as the backend for pcpartpicker

* Refactored API class

* Refactored the parser to handle lists of part data instead of single strings

* Scraper now handles json

* Refactored the api test class

* Fixed some errors in the parser tests
