fix(posts): Use a single, cross environment `SERVICE_POSTS_S3_BUCKET_NAME`.

**BREAKING CHANGE:** Yeah... It's easier and more expedient to do this than try and get the existing & deployed `@randy.tarampi/posts` to play nice with the resources stood up by this stack.
