Changed the Service to a ScheduledService

The GitHub API will now be polled once per minute. Note that if you
don't have an OAuth token, you'll probably get throttled or rejected
after a certain threshold, based on GitHub's usage policy.

I've also added an override URL property for testing purposes. I'm
currently pointing it at a tomakehurst/wiremock instance
(http://wiremock.org/running-standalone.html), which seems pretty quick
and painless for responding to arbitrary REST queries.
