Change type of Filter

Filter previously had the predicate type `a -> boolean`.

It's now changes to `a -> any` so as to support the popular use case of
using filter to filter based on the existence of a property e.g.

```
stream({o: new Date()})
  .pipe(filter(d => d.o))
```

would previously not type check.
