CI: disable django-pipeline

Upgrading to Django 2.0 and 2.1 introduced this problem with pipeline
where Sauce Labs, our GUI test service, wasn't able to read static files
from the test server. It would certainly be better to enable pipeline
for testing, but the upgrade of Django seemed more important at the
moment than spending much time fixing this. I left a TODO comment in the
CATMAID configuration script that is used by Travis.
