Fixing joining SQL conditions

With lots of proxies in play, I'm getting a bit confused in my SQL.
The following change makes sure that I'm linking via an actor id.

On the left side we have `action_registers[:on_behalf_of_actor_id]`
On the right side we had `actors[:proxy_for_id]`

The :proxy_for_id represented the User#id. By switching to
`actors[:id]`, I'm ensuring that the joins are correct.
