Commit Message

This commit fix two issues: 1. while process newly mined block in rpc's
goroutine, it relays new block's inventory(header) to peers. However, when peer
try to request the block, the block is not written to the mainchain. So @GetData
for block failed. 2. Processing newly mined block may remove some txs in mempool
which may conflicts with @SyncManager.handleTxMsg. @SyncManager.handleTxMsg may
check whether the accepted tx in mempool.
