git_access: Prune tags only for Git >= 2.17.0

`--prune-tags` has been added in Git 2.17:
https://git-scm.com/docs/git-fetch/2.17.0#git-fetch---prune-tags

Removing local tags on fetch_and_reset prevents pushing accidentally
created tags during development.

This fixes a build error on Travis CI as Travis uses an old Git
version.
