* Replace the derive cooky_cutter attribute

Now that TypeScript 3.1-rc has first-class support for function attributes we no longer need to use Object.defineProperty

* Update the two define and derive utils to check for the new properties

* Define the cooky cutter factory type on the extend function

* Install TypeScript 3.1.6
