Various Package Upgrades and Associated Fixes

Upgraded:
- Django to 2.1
- django-modelcluster to 4.2
- django-registration to 3.0
- django-taggit to 0.23.0
- psycog2 to psycopg2-binary 2.7.6
- wagtail to 2.3

Several of these upgrades also triggered additional dependency updates.

The django registration upgrade required additional changes to the code:

Imports that used the module name registration were changed to
django_registration. The registration process was updated away from the
model-based process as required and recommended by the
django_registration docs. As such, registration was removed from
INSTALLED_APPS in the base.py django settings file.

Various registration templates were updated as well as missing templates
outside the registration package but associated with it such as the form
for a password reset.

The Docker build file was also updated to specify python3.6 since the
latest image of python3.7 was missing development headers that prevented
successful compilation of some python package binaries.

The --no-cache-dir command line option was also added to the pip install
run command of the docker build script.
