android: Drop explicit buildToolsVersion.

Starting with Android Gradle plugin version 3.2.1, the plugin has its
own idea of a default build-tools version to use; we no longer need to
specify that separately.  So, stop doing so.

For plugin 3.2.1, the default is in fact 28.0.3, the same as we've had,
so this causes no immediate change.
