Enable OpenStack scheduler to work in port-open no-DHCP networks.

New --cloud_use_config_drives and --cloud_disable_security_groups options to
manager start, to enable successful spawning of servers in an OpenStack network
where security groups are not allowed and configuration drives are required.

If cloud.DeployConfig.RequiredPorts empty, we no longer try and create or apply
security groups. New UseConfigDrive option for DeployConfig and ConfigOpenStack,
taken by provideri.deploy, to spawn servers with configuration drives.
