Commit Message

ir: move constants into dedicated package

Keep Constant interface in package ir, and have package
ir/constant import package ir. Prevent cycles by having
package ir refer to the Constant interface, instead of
specific types of constants. The only occurrence of such
was in indirectbr which referenced constant.BlockAddress.
It has now been updated to reference ir.Constant instead.
