Fix common type of dimensionless and arithmetic types (#207)

* Add detection idiom implementation

* Test the common type of dimensionless and arithmetic types

* Constrain specialization parameter to strong units

When it really isn't a strong unit,
`detected_t` will name `nonesuch`,
and there will be no `type` member.

* Add tests with reversed arguments

And change the result to what's expected,
rather than what it currently is.

* Comment out tests as proof of working strong unit spec

* GCC 7 fix
