Add traceback support via KSCONF_DEBUG=1

- A support for additional CLI debugging by adding support for the environment
  variable named 'KSCONF_DEBUG`.  By setting it to any value, a traceback will
  be displayed instead of a simple one-line error message.
- Add links to Slack channel, open bugs (live link), and a known issues page.
- Complete change log for v0.5.3 (imminent release)
- Minor wording tweaks to issue template
- Add README to docs dir telling users where to look.
