Item B-03566: improve syncDocument() tests

The syncDocument() method was moved from the AdminController and into the ProjectController.
The tests should also be moved.
Java does not like empty test classes, so the AdminController test file had to be removed.

Fix the test parameters and use the mock data for TestSyncDocument().
