Improvements to handlers for help and version

Bug fix: If a command or subcommand had required args, supplying --help would
previously error if no arg was passed.

Testability improvement: Handling of help and version previously used os.Exit,
making testing impossible. These now behave more like standard handlers.

New method: Command.HasArg() can be used to determine if a command has a
particular named arg. This is useful for situations where all commands have
some specific named arg, yet the built-in test command obviously does not.
