Feat: Add encoding option to JSONStorage

* Adding the ability to select encodings of your choice. Also fixed a test.

* Fixed compatability issues with annotations and tests.

* Added backwards comp for 2.7

* I actually installed all these python versions and ran the tests, this should be the last commit (please test gods).

* Changed to codecs over io, this was python2 unicode function isn't used.
