CP-37 - Add permit and revoke to authority

With the ability to convert without expansion now in the resolvers, it
is rather straightforward to add permit! and revoke! signatures to the
Authority. This is completed here, with a mostly-whitespace change to
the spec to place it within the Checkpoint module and keep the class
references tidy.
