ls_tree and modify_tree

Summary:
These new cache functions will be the basis for our tree-based
implementations of rule fields. The `modify_tree` function recursively
decends into git trees and reconstructs them with insertions and
deletions. This should be efficient even for large trees, because it
only needs to touch directories that actually get modified (and their
parents).

Test Plan: Many test cases for `modify_tree`.
