Development Update for Next Beta Release (#54)

Resolves #30 #31 #41 #42 #46 #47 #48 #52 

General:
-updated README with more specific instructions for building Excimontec and improved formatting
-updated README with latest test execution instructions
-updated README with new name for transit time histogram file
-added a codeowners file that designates which users have ownership over which parts of the codebase
-placed all code into an Excimontec namespace
-updated KMC_Lattice submodule to latest development branch version that has the BKL algorithm implemented, the Version class, and other bugfixes
-replaced usage of Utils namespace with new KMC_Lattice namespace
-updated code formatting for all source files using MS Visual Studio
formatting rules
-updated makefile with commands to the clean target, so that make clean is also run for
the KMC_Lattice submodule
-updated how morphology files are imported so they are now opened and checked by the OSC_Sim class instead of within main for easier testing
-updated copyright in all files to show correct years

main:

-removed morphology filename member variable from the Parameters_main

-removed calculateExecutionTime functions for each event and replaced them with new calculateRateConstant functions
-removed unneeded calculateRateConstant definitions from Exciton_Creation and Exciton_Recombination events

Polaron class:
